Unable to get noc for ev

Hi,

I stay in Chandak Nischay in Mumbai and we had requested for a NOC for installation in our society for our new EV vehicle however the builder has been giving us reasons since 18th August 2023 and has not given us any document to proceed with the same.
please help on how to get this done with legal help
