Unable to get Mutation

Hi, I need a clarification on award passed by local civil court.
Here I'm explaining in detail,
person 'A' purchased an agree land from person ' B'.here person 'C' who has settled the case in lokadalat against B(who has made an agreement but not registered to purchase land from B previously) and award passed in favour of B about full rights with B only.
Now person A is unable to Mutate that land when he put an application at local Secretariat in Andhra Pradesh and Village officer rejected A s application by saying C has not vacated the land.
Now what action A can take against C?
weather to consult court? or FIR? any other? pls suggest me

Sale deed is very essential for mutation.

Yes sir Sale deed is there however the person C not vacating moreover he is croping in that field which has to to mutated in favor of A.
weather enjoyment is compulsory for settlement lands to get adangals/I-B?
