un licensed money lender in AP state

A person doing money lending and filing suits against borrowers for 10 times extra than debt amount since several years.

is there any law proving un licensed money lending is illegal?

is there any provision to ask income tax department to call for his income tax returns or summon income tax to give evidence about it?

With respect you your above query, if you are a party to such suit, the provision for your query would be Section 91 of The Code of Criminal Procedure, whereby you can make a application to the Concerned Court to issue summons to the Department for production of such documents as you require.
