Type of registration needed

The cases is as follows: The property was alloted by goverment body on individual name as lease-cum-sale, but the person has expired before the final sale deed and it is registered on his wife name after paying all the dues to the government body by wife. In this case who will be the sole owner of the property? And the wife can register the part portion of the property for his 2 sons, when she has more no. of sons in the family? And which registration she can do if she can do this?
