Two Degree Together

I'm enrolled in MA from ODL mode IGNOU in Jan 2022 while at the same time my admission in PhD regular mode from a state university in session Jun 2022 is confirmed.

UGC has published new guidelines on dual degrees on 13th April 2022 but for PhD there's no clear instructions.
kindly guide me whether I can complete both the degrees without being invalid or illigal??
