Twenty rupees stamp paper validity

i am a business man. i had signed 20 rupees stamp paper for loan at private individual person in dec 2012. Together i had paid step by step finished  2014. But still the person have not returned stamp paper and asking extra interest amount then only will give the signed stamp paper otherwise he threat to police action on mine. in this case what should i do legally?
