Transport company operating in residential area and continuous nuisance to other residents

no information on owner
workers include as many as 50 or more hamals and other allied staff. in addition there are drivers cleaners huge number of parcel collection vehicles.
issues faced:-
1) too much noise.
2) too many women centric abuses and one woman with special needs child continuously tormented with comments that strike at the very respect and dignity of woman. comments on her child is an atrocity in itself. single motherhood issues.
3). due to very large commercial vehicles road continuously rendered unfit for use. and no responsibility taken by this nameless transport company.
4) the ones resident inside the transport office remain drunk and shout through the night.
the incident is of pune.
please advice.
a)whether residential zone can have such large trucks allowed just because it's private property.
b) what permissions required .
c) what actions can be taken to curb nuisance.
