Transfer petition in honble supreme court

Well fees depends on the lawyer you choose but It will not start less than 1 Lakh to 2 Lakhs.  If you have finance constraint, you could opt for the legal aid from supreme court.  There are Lower Income Group Scheme and Middle Income Group Scheme.   You could google out "Supreme Court of India Legal Aid."

The time requirement depends but approximately you could consider around 3 to 6 months.  

Husband applying for transfer petition will be the toughest job.  In transfer petition too court are discriminated towards female, unless you have some serious issues to travel.

If i can prove the above three points, Can I pray relief u/s 23-A HMA from the present family court in JaIpur to dismiss or transfer the case to Delhi ?

Why do you want to transfer? If divorce is all you want then file a WS and let case go exparte. 

She backed out a joint petition u/s 13b after getting all her streedhan, then she made me arrested in 498a and filed a new divorce petition. Thats why i want to transfer the case from her home state .....

Why you want to transfer case? Just let her do what she wants. If wants divorce dnt go there let it becomes exparty. Nothing she will get except divorce. Divorce is just a piece of paper which no one is asking you in future. Its only a formality of dead relationship nothing else. After divorce just quash her 498 a. Why you worried about divorce? Once family matters comes in court only divorce happen it depents MCD or contested. If you try for transfer case you will only waste money and time. Nothing you will get because you have no specific ground of transferring case. God has given you opportunity let her get divorce as her wish. Let her spend money and time in roaming courts. After divorce just marry someone else and lead a happy life.
