Transfer of vehicle rc within delhi

Dear Sir/Madam, Kindly provide guidance on the following issue. Seller purchased a vehicle some years ago in Delhi on the basis of his Aadhaar Card address of Delhi and that address is printed on the Vehicle Registration Certificate. Recently, the Seller has moved out of Delhi to another State and updated his Aadhaar Card by the new address of that State (Out of Delhi) AND has planned to sell his vehicle to a resident of Delhi. Now Confusion is created because some RTO Agents are claiming that Application for transfer of vehicle ownership will be rejected on the Parivahan Portal and by Delhi RTO Because Seller's Current/New Address as per his Aadhaar Card is of another State and not matching with the Delhi Address printed on the Vehicle RC and that the seller should update his Aadhaar address to match the same with the Vehicle RC Address. Whereas some RTO Agents are claiming that Seller's Current/New address, even if it is out of Delhi, is not relevant for RC Transfer as Seller Authentication is done through his Aadhaar linked mobile OTP and that It is the Buyer who must be resident of Delhi, not the seller and therefore even if the seller is living out of Delhi with another State address on his updated Aadhaar Card, the RC Transfer application will not be rejected at Parivahan Portal & concerned Delhi RTO. Therefore, you are kindly requested to provide clarification about which one of the above two claims is correct to avoid unnecessary problems and delay in proposed vehicle RC transfer within Delhi. You may pursue the matter as advised by the authorities concerned accordingly because these are local and practical isues hence no opinion can fetch you the remedy for this.

To my knowledge, change in address in the Aadhar is immaterial to authenticity/validiy.
