Transfer of flat after death of a member

One of our memeber died who has sumbitted nomination in the name of 3 sons and mother (25%x4) . Now eldest son has applied for transfer of shares and property in his name. Two elder sons are minor 16 & 17 yrs. Now question is , as the nomination is in the name of 4 persons it is right to transfer the shares to eldest son,s name?  or we have make two brothers & grandmother as joint members in the share certificate/property? 

Further, as two brothers are minor what is the procedure?
