Actually police cannot do like that, but they are police people if you resist you will have to face unnecessary harrasment from the police.  Police will bend only to the politicians.

You can find a few guidelines here:

  1. https://www.chennaitrafficpolice.in/enforcement.php
  2. https://www.chennaitrafficpolice.in/investigation.php
  3. https://www.chennaitrafficpolice.in/spotFine.php
  4. https://www.chennaitrafficpolice.in/courtFine.php

But as Rajeev pointed out, since nowadays cops more often behave like conmen there is not much to speak out the rules. :)

HI AMIT, POLICE DO NOT HAVE THAT POWER BUT IT IS YOUR PRESENCE OF MIND HOW YOU HANDLE THE MATTER. GOOD LUCK AND HAPPY NEW YEAR.

Can a traffic police officer take your car keys away?

As stated in the Motor Vehicles Act 1932, it is illegal for a Traffic cop to take away your car keys forcefully. No police officer, irrespective of his or her rank or authority can indulge in this sort of action.
