To whom so ever it may concern

 Dear Sir,
We awarded Work order to contractor. Contractor has completed the work & now he is demanding " TO WHOM SO EVER IT MAY CONCERN" . certificate Mentioning that , name of contractor, neture of work, amt. of work order, date of start & completion & value of work done year-wise.
Pl advice,wheather we should issued the same.
 further,
 we need legal sentense. for eg. this certificate has been issued as per contractor request & it should not have any libilty in owner scope.

Pl. provide us proper sentense in detail.

If the facts are supported by documents and lawful, there is no bar in giving such a certificate.

You can issue such a certificate if works have been done by the contractor as per your requirements and the terms of the contract.

You can issue the certificate and dont
forget to include that the said certificate was issued upon the request
of the contractor.
