My relative is constrcuting a house in an agreeculture land. Is it against any laws?. Whether will he get electricity,water connection and completion certificates. Is there any issues?

Ashok,
NA Permission is necesary. Agri Land otherwise cannot be used for residential purpose except for a small farm house.
