Title decree

Sir, we got title decree of a land 30yrs back since then we are in possession,now we want to build compound wall to it ,to get gram panchayat permission for this construction do we need to register this decree or not . thanks in regard

title decree had to be registered under section 17 of the act.

Sir ,Without registering can't we take permission ,is it mandatory?
