Time limit to file charge sheet

Sir/Madam, Can anybody help me on the logic or reasoning for :

a) Why no time limit has been fixed up filing charge sheet ?

b) How the cases for which no chargesheet has been submitted, monitered?

Mr. Kailash first of all you have a misconception that there is no time limit for filing up the chargesheet. There are different time limits prescribed for file chargesheet in different case before the court. Anish Sarna, Delhi High Court 9953783232

Dear Sir, Thank you very much for your valued feedback, however on going thru google search and various answer to various queries in this forum itself, till date what I have understood is that :

(a) Non-filing of charge sheet (in case of non-bailable warrant) within in 90 days entitle accused for bail. 

However, I will be highly obliged if you can help me with some more insight on above issue.
