My father sold part of his agricultural land in 2003. Sale deed is done. Receiver registered the property, but podi is not done till today. Is there any time limit for making podi? Now can my father cancel this sales deed?

There is no time limit mandated for doing podi of the property by the purchaser after buying the property.
Please remember that the podi is not the title record/document.
Podi is the formal process of dividing a plot of land and issuing new survey numbers or sub-numbers for each portion.
Your father cannot cancel the sale deed if he had obtained the sale consideration amount and had executed a registered sale deed in favor of the buyer, it would be considrered as an illegal act and also an offence of cheating
