Time bound promotions

my promotion was due to the post of Deputy Secretary from the year 2016 under the time bound scheme. But promoted from 2018 without assigning any reason. I retired in 2021 and after retirement promotion benefit of 10 months was given. But not from due date of promotion i.e. 2016. can I file a petition in High Court.

Though it is a time-bound program,  are there any vacancies meant for promotion? Even if there are vacancies, sometimes due to administration delays occur. I think it is unnecessary to knock on the court doors.
