Tenant left without paying electricity bill

My tenant have vacated the property without paying electricity bill and he's not answering my calls and neither replying to my messages. What legal action can I take against him

Issue legal notice to tenant and demand due electricity charges if notice not complIed with by tenant then file recovery suit against him.
