Can we buy a flat in unauthorised floor with Gram Panchayat approval?

If yes, when will registrations/BRS start for unauthorised floor in telangana?

Total plot area is 500sqyards but g+2 approval. If I buy the unauthorised floor flat. I am eligible for applying BRS when it is open?
