Tds deduction on stamp duty and registration fees in kolkata

I have a query to be answered. I wanted to know if TDS is to be deducted from stamp duty and registration fee towards purchase of a flat/house having valuation over Rs.1.0 Crore. Some professional CA have been guiding their clients to deduct the same. Is this applicable on stamp duty and registration fees as is applicable on the consideration amount of the flat?
