Targeted harassment by residents of housing compkex

Hi,

I am from Uttarpara (W.B.). I live with my mother in a flat, owned jointly by my parents. My father lives elsewhere. For the past few years, residents of the housing complex where I live, have been cobstantly targeting & harassing me & my mother.

I own a car & it is kept parked in a parking lot co-owned by me & my father, with me being the primary owner. The residents & sweepers pile up all sorts of garbage & trash cans etc., stack bicycles, in and near my parking lot. Pictures attached. I have been raising the issue with the complex management regularly but they never respond to my emails. Even when I raise it with them face to face they pretend to have not heard me.

One of the immediate neighbours, an odiya, always tries to pick up a fight by doing odd things, like act funny infront of my mother. I have reported him to the complex management but they, instead of taking any action, included him in the management committee itself.

The management has stopped providing our flat with copies of important notices, circulars etc. Our electric supply, I suspect, is being tampered with by the local electrician/unknown persons. Sometimes, they simply switch off our electricity supply. Sometimes, they stop water supply or supply dirty water into our flat's taps. At other times, they prohibit courier people from delivering consignments or send them to some flat other than ours. The targeting technique & pattern keeps changing. It's even possible that our flat is being monitored 24x7 by these miscreant residents.

Is there any way to take legal action against these residents, especially in the parking lot garbage issue?

You find out who is doing all these mischiefs and lodge a complaint against them with the association and if the association is not taking any action then you lodge a criminal complaint against the persons who are doing these damages to you by producing the documentary evidences against the miscreants.

Discuss the matter with wrong doer(s), managing committee and neighbours  to settle the issues amicably. 

However, generally such a behaviour in  a society is neither expected nor noticed / heard without some thing wrong. You may introspect yourself.

Otherwise, issue notice to such persons and move to jurisdictional authority / court thorugh a local prudent lawyer.
