Dear Arjun,
Yes, it amounts to cruelty and defamation. Can be prosecuted under sections 498A and 499 of I.P.C.
From another point of view, when baseless allegations were made touching the character of the other spouse, it amounts to cruely and it is a good ground for divorce.
