Suggetion for filling complaint inspite of 138 of n i ac after dishonour of cheque

whether after dishonour of cheque complaint u/s 420 of under other sections of I P C can be file against the drawer of cheque

Yes it amount to fraud or cheating that after promise they not follow it.
