Sub division of property

A 33 year old link document shows extent of 1307 sft. out of which 620 sft is sold and registered.  When applied for mutation of name in  Chennai Municipal Corporation, actual measurement was taken and the entire extent was measured at 1600 sft.  The Officials are insisting on amendment of title deed to include addl. 300 sft. for which the seller is reluctant due to illiteracy and fear.  Possession already taken and Electricity Board Power connection is also obtained  a year ago. All the three sides are built up.  No Road encroachment. Building in line with the street. What is the remedy. 

Please advice.

Possession of additional extent proved through possession certificate obtained from the Tahasildar and the issued is closed.
