strike and liability

Hello sir i hv imported consignment and after consignment reach at jnpt port. But at that time thhere was strike of workers of port. Since the workers were not permitting to a ny vehicle and hence the carrier has moved the container at other terminal means few container at one terminal and few at other as per their convienence. But not at thr terminal under bill of ladding. Which leads to delay in taking delivery. And hence carrier has asked for delay charged of 800000. I paid but under protest now the carrrier is saying thy r nt responsible since there was strike and it is duty of consignee to find out their container and take timely delivery as other consigneee has done. Now my query is that wt is my fault. I belief that it is either fault of port authority or of carrier or worker who made strike or custome house agent. Pls help me.
