I have given a PDC to the builder with a receipt saying its subject to the clearance of sale deed for the renovation to be done later on. He has signed it. Now im not getting sale deed registered can I stop Payment it.

No,first you issue notice to builder and ask him to get registered sale deed as per terms and conditions settled and if he does not comply with notice than instruct to bank to stop payment.
