Stingy of Law department in appointing Notaries:

In Nagaland, the Law Department for reasons best known to them, is appointing Notaries only for 3 years in spite of 5 years as per the Notaries (Second amendment) Rules 2000. Is it a valid appointment, as the interpretation of statues is very clear that when the law says something you do it according to the statues or you don’t do it? Under the circumstances what should the Notaries do? Thanking you all in advance
