dear sir,
A regeisterd contractor was executing contracts in public sector organization. and he was debarred by the public sector organization in which he was a registered contractor. Can his son or/and wife can float new organization and can again get register in the same public sector with new name and debared contractor can be a GPA holder..

Insufficient information. How the contract was repudiated/ determinated. Why the contractor was blacklisted whether on fraud or untimely execution or standards not achieved or insolent and the period of debarment etc are required. Circumvent the debarment thru family members GPA is however ethically incorrect.
