Stamp paper

When you buy a stamp paper from the vendor, why do he ask you for which purpose it is required. What is the difference between Judicial Stamp Paper and non judicial stamp paper?   Most of the stamp papers these days are not even printed as such but e- stamp paper, so why do the vendor charges 5-10 or 20 rupees extra?

judicial stamps are used for paying court fees in court matters

non judicial for other purposes 

charging extra is totally illegal in case of printed stamps
