What act or authority defines that a high sea sale agreement should be made on non- judicial stamp paper? & what is the amount of stamp duty for high sea sale agreement in india?

to my knowledge, as per Indian Stamp Act, any agrement has to be executed on a stamp paper of required value, as per, the rates fixed by the respective states.
