SRA- Rent delay

We had a double room (divided into two units)and a shop which went under SRA from the last 2 years. The double room (two units) and shop have already been mentioned in the Annexure 2 of the SRA scheme but till date we have not received our copy of the Annexure 2 of the shop. And we got the copy of the agreements (of the two units) from the builder but not the shop because the builder says he will not pay us the rent for the shop. Now even for paying the rent for the two units) he says that we have to wait for two months after handing over the keys. The promoters are saying that this is at the instruction of the builder but I presume that they are doing it in their own interest. Can somebody advise whether we can go in for Police complaint(Nc)? I need the number of a good lawyer in Mumbai who can guide us on this case
