Special civil suit of money

In a case of mine, i happen to be the plaintiff

The suit involves to a licence to do business particularly known as a CARD valuing an amount of Rs. 25 lacs. The said card of my ownership is transferred to someone else so i filed a suit and

The suit is dismissed on grounds of "no cause of action" under order 7 rule 11 (a) of CPC

now my question is
1) can i appeal in district court? If yes under what section? (it is SPCS and not RCS)

2) Can i get my court fees back,??if yes what's the procedure???

3) where can i appeal for the same??

4) Do i need to pay court fees again??
