Society not allowing to sell flat

A society is not allowing a flat owner to sell the flat. There are no outstanding dues. The society threaten the flat owner that if the flat owner tries to sell the flat, the society shall harass him and cause trouble. What are the legal options for the flat owners to be able to sell the flat? Should he send a legal notice or complain to registrar of society? Thanks

Yes legal notice can be send and registrar of society can be appraoch.

Does one have to submit NOC from the society to the sub-registrar at the time of registration of sale agreement for sale of flat?

For registration of Sale Deed society NOC is required.
