Slum board sale deed for non allotte

Hi I have purchased a tn slum board plot property 25 years back from a allottee. And haven't registered, guide me to get sale deed from tn slum board as the allotee is unknown (probably died due to age factor)

Legally, title has NOT passed to you.

You are only in possession, not ownership in the eyes of law.Also the 

TNSCB/TNUHDB properties are usually lease-cum-sale initially

Sale deed is issued only to the original allottee after full payment & conditions.

Approach: the Tamil Nadu Urban Habitat Development Board office (local division)

You need to submit:

Proof of purchase (even if unregistered):

Sale agreement / receipt / affidavit

Proof of possession:

EB bill

Property tax

Water tax

ID proof

Affidavit explaining:

How you purchased

Allottee not traceable / deceased

What happens:

Board may:

Conduct enquiry

Verify possession

Issue transfer / regularisation order

Then execute sale deed in your favour

Any suggestion depends upon the terms on which the property was allotted and the present status of properties similarly place and the norms in force.
