Issue instructions to banker to stop payment against the cheque(s) if presented for encashment / transfer and intimate you.
Publish in a local newspaper against mis-use of lost leaves of cheque(s) and file a police complaint..

Report to police regarding lost of cheque and also instruct to bank for 'Stop Payment' of lost cheque so that cheque may be not encased by anyone.

No, it doesn't require to maintain balance in the Bank account from where the cheque leaves are stated to have been lost.
