Service termination

Respected Sir,

           A temporary government servent whose service have been terminated under Central Civil Services Rule 5 Sub Rule 1 with out holding any opportunity of hearing and the applicant have challenged the order in the CAT and it is Still Pending for final order.In the mean time due to unemplyoment the applicant can get another job on the basis of temporary government service ,wheather he is eligible for getting Experiance Certificate from the Employer and if employer deny to issue the experiance Certificate then What is The remedy available for applicant to Get Exp Certificate or he is not entitile for exp certificate at all.?
