Service Tax reduced by 2%

Yes service tax is reduced by 2%, but can anybody tell me the effective date from which it will be applicable?
And in totality ot would be now 10.30??? is it so?

It is effective from the date of notification, i.e. 24.02.2008.
Yes, the new rates of service tax is 10.30 % for all services.
