Service Tax on Annual licence fee

A company has executed a leave and licence agreement to the vendor and has allowed the vendor to operate from the company owned premises for which company collects annual licence fee from the vendor.

Whether service tax is applicable to annual licence fee ?  If yes/no, pl brief the reasons for the same.
