Section 80 cpc

I want to know regardng the section 80 CPC and its usage regarding the non-payment of salary by an Govt. organization.

Sir I am a punjab Govt. employee. I want to know that can we issue Notice under Section 80 CPC to Govt. in Probation period of Service. we have not been paid (Salary) since sept. 2011 till now. Please do help me.

It is better to make representation than to give notice u/s 80 of cpc.This notice is required tobe served before suing the govt.and it is mandatory.
