SC or Chamar property buying guidelines

I want to purchase a land in dehradun, recently i saw a plot measuring 30 x 50 . But when i took record from tehsil, in that this property belongs to a person who is chamar (may be Sc or STcaste), and i comes in general cast system, can i buy this plot? also from a horizontal distance of 15 feet there is high tension from this plot, can  i buildduplex in this plot in future also the map would be approved by the MDDA. or not.
