Sales agreement paper

Is it a common practice to give the agreement papers on a later date after the agreement amount has been paid. Our builder has not given us even after 1 month what should we do ?

Go to him and asked him to returned the papers if he refused then visit the authority of your area and make a written complaint against the builder .
