Salary of working class

As you all know that recently the MHA has withdraw their order regarding payment of employees by employer.
Firstly they said companies should pay full wages and now they are saying not to pay.
So in this case what we should do?
or what are the legal provisions?

If these companies do not have the capacity to pay salaries, then where is the profit earned till date?

In fact, the Government has not issued any Orders; it is only an advisory. As events unfold, the strict implemetation of the advisory is impossible on many a ground. Every thing depends upon the good will of the employer!
