Rti - third party enquiry

PIO has treated an RTI as Third Party Enquiry..whereas the information pertains to the Larger Public Interest..

Which section of RTI Act 2005 should I quote while making an Appeal before First Appellate Authority as to endorse my justification?

under sec 11, pio have to call/ inform the third party to disclose the desired information. If the  third party took the decision to not to disclose the information, or does not reply with in forty days, then you can file appeal under sec 19 of the act.
