Rti- id proof

Does one need to send a copy of ID proof under Section 3 od RTI Act 2005?

Garison Engineer ( West and Central) , Military Engineer Service , Delhi Cantt-10 is returning RTI queries along with the postal order for Rs 10 invoking section 3 of the RTI Act 2005. It has not happened to any of my queries to any defence / Military unit before.

Can some one explain?

as per RTI act 2005, the applicant is not under liability to give his identity. in your case u can file complaint in CIC.

I had submitted my appeal to first appellate auth which has returned my appeal stating IPO was not found attached . So far I have not attached any IPO for appeal to first appellate auth but were admiited and replied.Do I need to attach IPO as appeal fee to first appellate auth as well?
