dear all

as all of you know that judges should be impartial,as they have some dignity in the minds of everyone.i have a doubt about a metropolitan magisterate,that he favoured somebody while making fine.can we file RTI  .we want to ask to him that why he charged the offender approximately nil,when there were so many offenders were in the same category,he cjharger them at a different rate,however the ofence is same for everyone.

for example,for not haveing a licence he fine him just rs.100.but to my known person  1,000.however offence is exactly and exacvtly same.

where we can file that RTI .

are magisterates are exampted from rti.

the case is of a metropolitan magisterate in delhi.
