Yes you have guessed it correctly. That's the going rate for the rented covered accomodation for commercial shops namely ATMs, Banks, Saloon, URCs and such other thousands of stores and shops inside military cantonments in Secunderabad. Rs 5 per square meters is being charged for such facilities which is fetching milions to the civil contractors , bankers , shop keepers and even the URCs selling CSD liquours and groceries.Damn cheap? But that's the power of the military bosses. They decide which building to be vacated ( keeping the expensive military arsenals in the open) and to hand over to the civil dealers , shop keepers , URCs .Super markets at that damn cheap rent known as the Licence Fee with plenty of open land for parking free of cost. This licence fee will be credited to the govt of India through BSO/ GE /AAO phycally unverified to the govt treasury.
Now the real fun begins.Military auth , the Defence departments will receive a Rebate from the civilian contractor,banker etc which will be then transferred to the Regimental Fund( Described as NON-PUBLIC Fund by none other than the Defence Minister of this Country).Look at the TAMASA. Govt accomodation is rented @ Rs 5 per square meter to obtain a huge sums of money for the private Fund unaccountable to the govt , The CAG or the Parliament.
