Right to Sue Third party

Question:   X transfers ownership of his vehicle on the name of Z under a lease agreement. X and Y are not connected with each other in any way. Y also transfers ownership of his vehicle on the name of Z under a separate lease agreement. Later on Y cancelled his lease agreement according to law, and obtained a private permit to operate the same vehicle in his own way. Now X feel that same permit should have been issued to his vehicle, instead of vehicle of Y. Does agreement between X and Z allows X to sue Y in court of law.
