Residential layout plan and road

Residential Layout Plan is approved by UDA. And while making a Layout, if landowners do not complete forming of the road as per plan. Means if they leave the gap of few meters by not forming road only in that much meter? Intentionally for not giving road to adjusant land.

1. Is this allowed?

2. Is Road approach is considered for the adjusant land, because plan is approved & in plan road approach is their. But while making of the road, just few meters left not constructing.

If the construction is not as per approved layout/plan then that is violation and the construction not approved can be dismantled or there will be heavy fine .

Please mewntion what is this road? National highway, state highway, link road to national highway or approach road  etc.

This is not allowd, the road from your nrighbor needs to meet your land or else they are breaching appendix 2A point 3 of town planning act. When the layout is finished there will be relinquishment deed done for all roads in the layout in favour of UDA, once done,  you can connect your neighbor road yourself to your land.
