Residential flat welfare association

Is a Foreign Citizen, acquireing a residential Flat in India can be member of the 

Flat Owners Welfare Association, and if so  can he exercise voting powers

Yes. You can be member of the society in your flat owners association and you can participate yourself or through your proxy at the time of voting.
