Rent not paid

I have some of my frinds whose property has gone under development under SRA scheme. In the initial period, the builder gave them 2 years of rent. But after two years, the builder stopped paying them and they have to bear the rent of Rs. 20 thousand per month. Not it is 7 months since they stopped getting rent.

Is it possible to take the builder to a Consumer forum (instead of court) ? What action can be taken against such erring builder/s?
